Beatrice Police Capt. Gerald Lampkin said he has seen a lot in 31 years of law enforcement, including violent homicides. But he's never been so bothered as he was Friday by photos of a 22-month-old boy who had been duct-taped to a wall, allegedly by his 17-year-old mother and an 18-year-old man.
