The real culprit behind what could’ve been the worst accident in horse-racing history is the Kentucky State Horse Racing Commission by allowing more horses to enter the race than one starting gate will hold or a 12-horse maximum in the race.

If the rule does not change, it’s only a matter of time until all of the media will witness the worst tragedy at Churchill Downs.
