Woman reports stranger pulled down her pants, tried to steal her puppy while they walked in Lincoln

A 20-year-old woman walking her blue heeler-Lab mix puppy Tuesday evening told police a man came up behind her and pulled down her leggings in what she believed was an effort to distract her and steal her dog.

Officer Angela Sands said it happened just before 7 p.m. in the area of 16th and G streets. The woman told police the stranger, who appeared to be a transient, reached for her dog after he pulled her leggings down. He ran when the dog bit him.
