Judds Brothers construction, the company that Mayor Chris Beutler delayed approving a contract with because of delays on the South Street bridge, quickly completed its work north of the arena.
The company finished track removal and dirt work in the festival space north of the arena 11 days ahead of schedule and $20,000 under budget.
The contract was for $146,000.
Beutler, who delayed voting on the contract in June after concerns about delays on another Judds Brothers project, the South Street bridge, said he shouldn't have mixed city contracts with arena contracts, which are handled by the joint public agency.
The company was fined almost $30,000 for delays on the South Street bridge, because they said the work was complicated and in a small area.
Judds Brothers has completed $6 million in other JPA contracts on time, including the site prep and post office work.
John Judds, president of the company, was not available for comment Friday afternoon.
