People rally for city programs at budget hearing

They came riding in wheelchairs, pushing walkers or tapping canes to find their way into city hall.

Some spoke haltingly, fighting through speech impediments, brain injuries or cerebral palsy.

Many held signs and wore neon yellow T-shirts that said, “Leave my bus alone.”

Roughly 100 people attended a public hearing on the municipal budget Monday — it was the public’s last chance to give input on the mayor’s $136 million spending plan before the City Council votes on final changes Wednesday morning.

Many of them came to explain how they rely on city StarTran buses to get them to work, doctor appointments, college, the soup kitchen or physical therapy.

Vicki Gilbert told the council it seems like budget cuts always seem to fall on the backs of poor people.

“How much more are the poor people supposed to swallow?” she asked.

They urged the City Council to restore enough money to maintain mid-day StarTran bus service. The mayor’s budget proposal initially eliminated mid-day bus service on all but four of the routes, but last week the mayor and council members announced a compromise that would restore funding for the routes by increasing bus fares, using $150,000 from the city’s Special Assessment Revolving Fund and eliminating two bus driver positions.

So even though the council appears poised to keep the buses running, bus riders turned out in force to make sure it follows through.

Patrick Helwig is disabled and has been riding the buses for 18 years, and he said the city should be embracing mass transit at a time like this, not cutting it.

Jill Flagel has been using the buses since 1984 — she and her husband built their home based on where StarTran provides service because they both ride buses. She said cutting hours makes no sense when gas prices are sky-high.

Jeff Altman of the Nebraska chapter of the National Federation of the Blind said the city is burdening “people least able to afford” rate increases at a time when the city should be taking actions to reduce carbon emissions.

Mike Floyd said cutting bus service while expanding eligibility for the Ride for Five discount bus program for low-income riders is akin to “giving out more spoons and then closing the soup kitchen.”

However, Jane Kinsey, who has run for the City Council in the past, said city buses have been running largely empty since the 1970s. She said the city should stop throwing money at the bus system and consider buying smaller buses that run more frequently.

People also came out to urge the council to follow through on the mayor’s promise to restore programs he initially proposed cutting, such as a mental health and head trauma program at the Easterday Recreation Center. Several people with head injuries talked about how the program has helped them and urged the council not to make the program move to a new site, because change is difficult for people with head injuries.

Mayor Chris Beutler has proposed transferring $6.4 million from the Special Assessment Fund to set up an economic development kitty. On Monday, the Lincoln Chamber of Commerce came out in support of using the money to set up a trust fund that would only be used for long-term economic development infrastructure needs.

Kyle Fischer of the chamber said the money should be used only to leverage direct private investment, expand or preserve primary jobs and meet the city’s strategic economic development goals.

Coby Mach, head of the Lincoln Independent Business Association, said his group would like the city to leave the SAR money in a reserve fund and use the interest for infrastructure.

LIBA also proposed:

* Eliminating a health promotion and outreach manager in the health department.

*  Eliminating two public health educators who work on tobacco prevention and child safety. LIBA proposes using firefighters to teach children safety.

* Expanding volunteer dentists for school screenings to include all dental services.

*  Reviewing pool safety inspection standards for possible cost savings.

A pediatrician, a member of the Board of Health, representatives of the American Cancer Society and Nebraska Safety Council all spoke out against LIBA’s proposed cuts to the health department.

Last year, LIBA lobbied the council to cut $1 million out of the StarTran budget. On Monday, LIBA opposed restoring $150,000 to StarTran’s budget.

“However, LIBA believes it is reasonable, in light of fuel prices, to see if revenues and ridership can be increased,” Mach said. “However, if StarTran cannot demonstrate over the next year it can reasonably sustain itself, we will again call for significant reductions.”

LIBA’s position on StarTran has drawn the ire of bus riders. Gregory Stewart said he has cerebral palsy and has been riding the bus for more than 22 years. He said since LIBA doesn’t support StarTran, perhaps bus riders should stop patronizing LIBA businesses.

A strong contingent also urged the council to maintain or restore funding to the parks department.

“Apply a tourniquet this year, give it a transfusion next year,” said Beth Thacker.

Councilman Jonathan Cook suggested perhaps the city should use money from the Special Assessment Fund to pay for critical, one-time needs, such as dilapidated trails.

The City Council votes on final changes to the budget at 9 a.m. Wednesday.

Other budget notes:

*  The council is considering requiring the mayor’s office to fund mayoral aide Jon Carlson’s position. He was hired last spring to help revitalize the city’s core neighborhoods through the Stronger, Safer Neighborhoods program. Currently, Carlson’s position is funded by the police department.

* The council is considering cutting $10,000 in travel for the mayor’s economic development aide; $30,000 in fire department supplies; $20,000 from the personal computer budget and $20,000 from the Urban Development Department.

* City Budget Officer Steve Hubka said the city’s property tax base growth could be better than expected. The mayor’s budget assumes a 1 percent increase in the city property tax base, but the growth could be more than 1.5 percent when the final figures come in. That would mean roughly $200,000 in additional revenue.

" It was heart wrenching watching displaced citizens having to plead their case in front of the city council on Monday night to save programs of immense importance to them that were proposed budget cuts. Who is it that sits somewhere unconnected to the community and makes these decisions to arbitrarily discard disadvantaged youth, senior citizens, people with disabilities and the like? Obviously, it must be people that don’t have sympathy for others in those categories. I applaud the city council for considering reinstatement of the therapeutic recreation program benefitting folks with traumatic head injuries. In the future, I wish city leaders would please take a look at the effects of a program before cutting it and then having to put it back. It seemed like city leaders and department heads had no idea what this program was about before proposing to end it. City leaders, please take a look at what you’re doing before proposing cuts like these. Yes, but government programs help the poor, disabled, and those who can not help themselves. Of course a government budget cut will mostly effect the poor, disabled, and those who can not help themselves!

Last time I checked, there werent many programs to help wealthy plutocrats polish their monocles, or a fund to assist Donald Trump when he needs to buy another solid gold Rolls Royce. Yes, some corrupt government programs actually benifit the wealthy, but by and large the government exists to aid those who fall on hard times.

It is like saying budget cuts at a school mostly hurt school children. They either have to raise taxes (hurt everyone to help a few), or raise the costs of services (really hurt the few to help the few), or decrease services (hurt the few a bit to ensure help is there at all). They cant just pull money out of thin air. "

Just because the bus isn't running, doesn't mean you can't reschedule or call a cab. Get a voucher from LAP - I know people that ride everywhere with a LAP voucher.

I am glad everyone turned out to support their causes - that is the democratic process, but listening to a blind person over a LIBA rep only allows the pendulem to swing the other way.

I have worked in government systems. LPS and StarTran need to operate like a business rather than with unlimited access to tax payers pocket books. Find cost savings or increase fees. Changing your fee schedules may actually save costs when users/abusers decide the free service isn't worth a minor cost.

We are in an environment of financial change. The next couple years will be new territory for a lot of people. Not keeping an open mind or willingness to addapt will not result in positive results. "

While not a huge purchase, less then 2500.00 dollars, we walked out of two businesses because they were part of LIBA. They knew why we did not purchase the furniture there too!
This year we put new siding on our house, now this was a huge purchase, again we got estimates from many businesses but informed three of them we would not be using their services due to them being members of LIBA. If we all do this maybe the businesses in this town will get the message that if they want to belong to this association it will cost them business. Even if you do not agree with his approach please consider the concept of an objective person looking into the organizational structures and job responsibilities of city departments. This is only common sense. It does not seem to be happening within city government so someone from the outside needs to try to have it done to protect the taxpayers. Services are being cut but administrative positions remain the same or are possibly even increased. Opportunities to reorganize and hire direct service staff are not taken advantage of. I have several friend who work in city government. I think the public would be surprised to see how decisions about personnel and staffing are made and implemented. It might even help to provide management training to directors and administrators. A few are good but some know little or nothing about organizational management. Positions that are needed are being cut while others that could be done without remain. Someone please do something about this. Morale is at an all time low and no one seems to care. Employees who work hard are ignored or scorned while those who work only to please those above them with no regard for serving the public are rewarded. City employees need help and it does not seem to be coming from within. At least Mr. Mach had an idea about restructuring while not cutting services. What is wrong with that?? "

And I take exception to your comment about Lincoln being a "dying" town. If you want to see dying look at any city in Nebraska with a population below 3,000. Lincoln has been steadily growing for years. Don't believe it? Look it up on city-data.com Oh, and Lancaster County is building the $65 million jail not the city of Lincoln. "

" Ya know, I do wish these folks that keep saying the busses are empty would actually get on one. It is painfully obvious YOU do not ride the bus. If you did you would discover that at some point there may not be that many people on the bus because they have let off 15 people before it drove by your location. Secondly the Bus has overhauled itself!! Some of the changes have been good some have been a disaster. Do you know it now takes 1 hour and 30 minutes one way from 27th and superior to SouthEast Community College? I have to jump on a bus up at Wal-mart then wait 30 min downtown for the Scc/O street shuttle. If I drove it would take me 25-30 min. Its easy to make assumptions if you don't ride it. "

" The sad part about the opinions of LIBA and Coby is that they are playing games with people's lives, most importantly the public - but also the employees. How many of you who don't work for City government would daily like to wake up to the constant cynical, condscending attitude about the employees that work for the City - how do they keep motivated? Don't say wages and benefits, its pride and accomplishment. Employees who make sure your water is clean, that your sewer collects waste, that police and fire provide safety - that your resturants are inspected, that disease is managed and controlled and more - that the young, the poor and aged can be part of this fine community. LIBA committees decide, who they can critize, or better yet eliminate today - just for the sake of elimination - but call it "to save taxes for the poor". How is that being a responsible employer - yet LIBA attempts to micromanage areas they really know nothing about and don't rely on the opinions and expertise of those that do - Now that is a waste - There have been alot of changes, some for the good - The workforce has not grown except for Police and Fire since 1990. You don't provide services without people - and you won't get an employees best when you keep them down. The City needs to invest in their future - that may mean 1-3 cent tax increase - Why doesn't LIBA focus on bringing in jobs, economic development and show leadership in marketing the good in Lincoln - Afterall LIBA is part of the private sector, and we get the message loud and clear that they are the experts and they can do everything better and more efficiently - That's the challenge LIBA - we'll check back in one year and see your accomplishment - and if we don't get marekd improvement we'll reoerganize your staff to get better results!!! "

Mrs. Lincoln asks how one group can direct city council decisions. It is very simple. They are at all the meetings and you are not.

If you want a different outcome, go to every council meeting and participate. "
