FREMONT, Neb. — A proposed ordinance targeting illegal immigration in Fremont may be dead, but the discussion of the problems fueling the debate is just getting under way, say those involved in the issue.

Fremont Mayor Don “Skip’’ Edwards cast the deciding vote late Tuesday night against a proposal that would have banned renting to, harboring and hiring illegal immigrants

Opponents and supporters found much to disagree on in the public debate in recent weeks. But those on both sides of the issue agreed Wednesday the issue needs attention.

“We know we have a problem,’’ Edwards said. “That has never been debated.’’

Edwards, who maintains a strong stance against illegal activity, said he concluded illegal immigration is a federal issue.

He said the city needs to pressure federal officials and the Nebraska congressional delegation to push the issue toward a solution.

Frustration with federal enforcement, or lack thereof, is understandable, said Angel Freytez, the acting director of the Nebraska Mexican-American Commission, who strongly opposed the proposal.

While some Fremont residents said the emotional debate already has created division in this city of 25,000, Freytez said the discussion could get other Nebraska communities talking about the real issues they face.

Fremont is not unlike other Nebraska communities that have seen marked demographic change in recent years, primarily because of a mostly Hispanic work force at meatpacking plants.

Fremont is, however, the first Nebraska city to attempt such a proposal, said Norm Pflanz, an attorney with Nebraska Appleseed Center for Law in the Public Interest.

Other communities, including Hazleton, Pa., Escondido, Calif., and Riverside, N.J. have attempted similar measures but have run into legal challenges. The latter two cases were repealed while a federal judge struck down Hazleton’s plan as unconstitutional.

But there’s a danger more communities could make similar legislative attempts, said Lourdes Gouveia, director of the Office of Latino/Latin American Studies at the University of Nebraska-Omaha.

Approved or not, the proposal presented long-term impacts and lessons, she said in an interview before the council’s decision.

Communities can respond with irrational fears and manufacture problems with no basis in what’s really going on in the community, she said.

Or they can engage in research and discussion, keep emotions out of the debate and handle issues separately — for example, by taking on housing concerns separate from frustrations about language barriers, she said.

“I think communities in these cases have a choice and they don’t even always realize they have choices,’’ she said.

State Sen. Brad Ashford of Omaha is hoping to find a solid understanding of the real issues illegal immigration creates for Nebraska communities in coming months.

The chairman of the Judiciary Committee is conducting an interim study examining South Sioux City, Lexington, Grand Island, Scottsbluff, North Platte and Omaha and issues like education, employment and social services.

The cities were chosen based on location, demographics and employers, he said.

Nebraska lawmakers waded into the illegal immigration issue earlier this year, though the effort failed. A legislative committee rejected a bill that would require state and local agencies verify residents applying for state benefits are in the United States legally. It also would have disqualified illegal immigrants from state or local retirement, welfare, unemployment, public housing and other benefits — something critics pointed out a federal law already handled.

“Citizenship is something that is sacred to us and that needs to be respected in our society,’’ Ashford said. “But we also have to have policies that are reflective of our reality.’’

As for the Fremont City Council, it’s unknown what’s next, said Councilman Bob Warner, who led the city’s recent effort.

He has no regrets with the proposal saying at least it drew attention to the frustrations he and other Fremont residents feel about what they feel is lax federal enforcement.

He also knows Fremont is not alone in its concerns. He’s received dozens of phone calls in the past few weeks, including from Schuyler, Hastings, Grand Island and North Platte, to name a few.

“They all say the same thing — ‘We are waiting to see what happens in Fremont,’’’ he said.

Emotional wounds on both sides of the debate will eventually heal and Fremont can move forward, Freytez said.

“I think there’s light at the end of the tunnel,’’ he said.

" Discussing what to do about immigration makes as much sense as the town discussing printing money. It is not their place to do so. They can complain all they want about the cheap labor but it is only going to help their economy. they need to revisit priorities. "

" Interesting how politicians pick and choose what federal laws should and should not be enforced. The law is the law, be it city, county, state, or federal.

Bottom line is, is that people are here illegally. They are not immigrants they are illegal aliens. Saying that, I'm for a responsible immigration policy and a guess worker program, but be here under the right circumstances, and if those circumstances lead down a path to citizenship then WELCOME! But follow the rules.

Fremont, I hereby renounce my birth place...Well, guess I can't really do that... "

" This issue in Fremont is FAR FAR FAR from over...........

Why should any city in the United States set back and let a invasion of their town by a bunch of 'illegal' immigrants take place? These people are not even citizens, and have made NO attempt to become citizens...yet,
they drain our social services. overload our public school system, walk aways from in excess of $1 1/2 million of unpaid bills at our hospital
and the list goes on and on and on!

Personally, I am very proud of our four Fremont City Council members who stood up what they know is 'the right thing to do,' whereas the other four plus our mayor turned their back on what the vast majority of Fremonters wanted. This issue is far from dead that in that while walking
around Fremont today....many people were talking a "write in" campaign for our November election to remove Mayor 'Skip Edwards.

This issue in not a race....and anyone who says that was probably against the issue....and playing the race card as some people our doing in our presidential election is just PLAIN WRONG!

The manner in which some issues were handled at last night Fremont City Council meeting were shameful and insulting to lots of Fremonters. Example: Rules were set and published in our newspaper as to what people were NOT allowed to do at the meeting....one of which there was to be NO clapping of hands or booing, etc., yet, last night a VFW / Military Veteran bood and made a comment out loud and was injected by police from the meeting. But, guess what? On several occassions Hispanics clapped when something was said to their favor, and on occassions things were yelled out in Spanish...the results...NO ONE Hispanic was ejected from the meeting or even warned!!

I could continue.....but I think you get the idea....and this is not just
little ole me speaking....it is the majority of the legal citizens of Fremont. "

" The real problem is that we waited until the issue got too big. Now a simple solution like passing a new ordinance like the one tossed about in Fremont will not solve the problem. If our government had done something decades ago, the issue wouldn't be as complex as it is today. Reality is way too many people would be effected negatively, especially the children of undocumented workers. While I'm a law and order type of guy, I would never leave children without parents and homeless. To do so is morally wrong and that, my friends, trumps civics any day. We need to consider ways of getting those undocumented workers to become citizens. They basically are citizens except they don't pay taxes. We were all immigrants at one point and we need to shore up our borders FIRST and then get everybody documented. "

" Well, Nebraska if you want a solution to the lack of an effective Federal response to the immigration issue, you need to vote for someone other than the usual cast of Republicans you send to represent you in Washington. The eventual essential elements of an effective immigration policy are well known to all. There would have been a solution years ago except employers LIKE the current immigration policy. It gives them a large pool of poor, powerless, silent workers that don't demand higher wages or benefits. Republicans love to campaign on the "no amnesty" racist point of view. It works for them. They don't want to throw away this issue that gets them lots of white votes. Until Nebraskans and Americans stop voting for these people, the immigration issue won't be fixed. "

" let's assume undocumented workers are using social services and the school system. Who do you think are the doctors, nurses, lawyers, staff, teachers hired to to handle the extra burden of this invasion of immigrants? Yep, you got it: white people. We should thank immigrants for bringing a vitality to small communities like Fremont, they are after all consumers, which means people sell more stuff from cars to coffee, collect more taxes, rent their properties, and take advantage of the additional jobs created. Don't know why people don't see this, but I'mk just lil ole me, a white guy "

" All city council hearings have rules. The idea is to be heard, not to argue or create a violent atmosphere. If the immigration process was expedited a decade ago or even a century ago (immigration problems are not new to the good ole’ USA) would that change anything? NO, the immigrants would still be there along side you, still using your schools, still working your minimum wage at jobs nobody else wants, still providing you with cheap services and goods, still creating poor neighborhoods next to yours, still paying sales and income tax, still serving in your wars, still buying your used cars, still using social and welfare benefits, etc etc… ‘Illegal is Illegal’ is an ignorant slogan for you to hide behind. The real issue is you don’t like racial diversity because it's different (no different than your papa and his papa before him), but you better learn to embrace it or prepare to complain the rest of your lives. "

Its about race wrote on July 31, 2008 10:47 am:
" Of ALL of the problems we have in our cities, states and county, why THIS issue??? Why does it hit home for so many? Simply put: People are racist. People want to be able identify the cause of all of their problems. They lose a job: it had to be because illegal immigrants stole it and work cheaper. The economy is bad: it is because we have to support the illegals. There is crime in our town: must be the illegals.

BULLCRAP! Hispanics are easy targets for the simple minded and the bigoted.

Many complain that illegal aliens are breaking the law every day that they are here, but they think nothing of breaking the speed limit, littering or taking a pencil from work. What's the worse sin? We live in a country with unlimited freedom, opportunity and wealth. WE, my friends, are the "haves" of the world. Most others are the "have-nots." If you think we've got it so bad here, you are misinformed. We HAVE everything and still feel the need to speed around dangerously in our cars putting others lives in danger. We HAVE everything here yet would rather throw our garbage on the ground for someone else to clean it up, because we really don't respect the greatest country on earth. We HAVE everything here, yet we always want more and will mindlessly take things that aren't ours.

WE, my friends, are the thoughtless, careless, violent, arrogant law breakers. WE who have everything are unappreciative. We want to protect our country from Hispanics, but won't protect it from ourselves. Do we REALLY care about America or just hate other people who look different from us. "
