State regulations have been changed to make it clear that recipients of welfare and other public benefits can see their case files.

The Nebraska Appleseed Center for Law in the Public Interest says that caseworkers for the state used to be able to decide whether clients could see the documents in their files or not.

But a spokeswoman for the state said clients have always been able to do so and that the rule change just makes it clearer that they can.

Appleseed officials say the rule broadens access for clients receiving aid to dependent children, Medicaid and most other benefits administered by the state.

Information in case files includes details about clients’ history of program participation, among other things.
