The cigar bar law (LB355) will go into effect Aug. 30. The state Liquor Control Commission will make a final decision on the proposed rules at its September meeting.

The draft rules include:

* Bars cannot sell food.

* Cigarette smoking is not permitted.

* A walk-in humidor must be a separate room, with a door, and be big enough for two or more adults and retail display.

* The business must receive 10 percent or more of gross revenue from the sale of cigars and other tobacco and tobacco-related products.

* An adequate ventilation system is required.

* Cigar bar certificate applicants must hold Class C liquor licenses or have applications for them on file.

* A certificate holder must file quarterly revenue reports on tobacco sales the first year and yearly after that.

* The commission can do unannounced audits.
